Well, they do talk about "game changes" in the media release.

Something player safety related or with command center?. Any major change like ratio, the rouge etc. would not be made mid season even if started for next season. So I assume this change would start immediately.

That would kill the league. If people wanted a secondary American League, all those Spring Leagues would be doing great.
